The government has introduced strict measures to combat petroleum theft under the Criminal Law (Amendment) Bill, 2026. These measures aim to tackle growing illegal activities in the fuel sector, including theft, smuggling, and tampering with pipelines.
Imprisonment Up to 14 Years
The proposed legislation introduces severe punishments for petroleum-related crimes, with offenders potentially facing up to 14 years of imprisonment. The minimum jail term for such offenses has also been set at 7 years, reflecting a strong stance against fuel theft.
Heavy Fines for Offenders
In addition to imprisonment, the bill proposes financial penalties of up to Rs30 million for individuals involved in petroleum theft or illegal trade. These fines aim to discourage organized criminal networks from profiting from stolen fuel.
Targeting Pipeline Tampering and illegal Trade
The amendment also addresses acts such as tampering with petroleum pipelines, damaging transmission lines, and illegally selling fuel. These activities not only cause economic losses but also pose serious safety risks to communities and workers in the energy sector.
Deterrent to Organized Crime
By introducing long jail terms and heavy fines, the government seeks to deter criminal syndicates and individuals from participating in fuel theft. The legislation is expected to strengthen security measures and reduce illegal operations in the petroleum industry.
Protecting National Resources and Energy Security
The overarching goal of the amendment is to safeguard national energy resources and ensure that petroleum products are used legally and efficiently. Strict enforcement of these measures will help secure the fuel supply chain and prevent economic losses caused by theft and smuggling.
