A new policy has been put into effect for passengers traveling abroad from Pakistan, particularly those departing from Karachi Airport. The Federal Investigation Agency (FIA) has now made it mandatory for certain travelers to obtain special clearance before flying. This step follows an increase in cases of illegal travel and human trafficking involving agents sending people to Europe and other countries.
Focus on Passengers from Punjab and KP
According to FIA sources, passengers from Punjab, Khyber Pakhtunkhwa, and other provinces are most affected by the new rule. Those traveling abroad for the first time and whose passports are not issued by Sindh are being stopped at Karachi Airport. The agency believes this measure will prevent individuals from being misled by illegal agents and protect citizens from potential harm.
Purpose of the New Clearance Policy
The FIA introduced this policy after several reports of travelers being tricked into dangerous journeys by fake agents. Many victims were promised work opportunities but were later forced onto illegal routes to reach European destinations. The new system ensures that every passenger’s travel purpose and documents are verified before they are allowed to board their flight.
Restrictions on Specific Destinations
Sources revealed that passengers traveling to certain destinations, including Cyprus, have also been stopped under the new policy. Authorities suspect that such destinations are often used as transit points for illegal migration. Therefore, immigration officers at Karachi Airport have been directed to carry out strict checks, especially for first-time travelers from Punjab and other provinces.
FIA Orders Strict Monitoring
FIA officers have been instructed to prepare and submit reports of all offloaded passengers twice daily—once in the morning and again in the evening. Officials have also been told to investigate any suspicious travel activities involving agents or unregistered recruitment firms.
Hundreds of Passengers Offloaded
In the past two days, hundreds of passengers have been offloaded from several international flights under this policy. According to sources, 57 passengers were stopped from boarding the Saudi Airlines flight SV-709, including 35 Umrah pilgrims and 22 travelers holding work visas. The sudden enforcement has left many passengers surprised and frustrated at the airport.
Airlines Respond to New Rules
Airlines have started to offload passengers even after issuing boarding passes to avoid legal complications. However, the FIA has decided not to stamp “offloaded” on the passengers’ passports. While this helps prevent permanent travel restrictions, it has also caused financial losses for passengers who spent large sums on tickets, visas, and travel preparations.

Many travelers have expressed their concerns about being stopped without prior notice or clear reasons. Some claim they were genuine travelers with proper documents, but were still offloaded.
