The Auditor General of Pakistan (AGP) has disclosed shocking revelations regarding Pakistan International Airlines (PIA). According to a recent audit, the airline caused a staggering loss of Rs9.43 billion to the national exchequer between 2011 and 2016. This massive deficit was primarily due to the indiscriminate issuance of free and heavily discounted tickets, which questioned both the governance and accountability within the struggling national carrier.
Thousands of Tickets Issued Without Cost
The audit findings detailed that PIA distributed more than 258,000 free tickets during the five-year period under review. Such largesse not only deprived the airline of substantial revenue but also reflected weak internal controls. Many recipients of these complimentary tickets had no official or professional connection with PIA, indicating that the policy was widely misused. The practice added immense financial strain to an already struggling airline.
Discounted Sales Further Deepened Losses
In addition to free tickets, the audit revealed that PIA sold approximately 116,000 tickets at discounts ranging from 50 to as high as 95 percent. These discounted fares were issued without proper oversight or justification. The report noted that approvals were bypassed, as neither the chairman nor the managing director sanctioned these concessions. This lack of authorization highlighted serious procedural lapses, further eroding transparency and institutional credibility.

Governance Failures and Delayed Action
The AGP emphasized that despite repeated reminders, no meaningful steps were taken to address these irregularities until 2023. No board meeting or internal inquiry was held during the years of financial leakage. The audit recommended that PIA immediately discontinue its free ticket policy to safeguard national resources. Such governance failures have long been cited as reasons for the airline’s mounting losses and declining reputation.
PIA Spokesperson Clarifies Historical Context
In response, a PIA spokesperson clarified that the practice of distributing free and discounted tickets had already been halted in 2018. This decision followed a Supreme Court directive aimed at curbing misuse. The spokesperson explained that these concessions were initially introduced under an agent incentive program designed to enhance ticket sales. However, over time, the policy was exploited in ways that harmed the airline’s financial stability.
Audit Review Still Underway
The PIA representative also stressed that the audit observations are nearly a decade old and are currently under review by the Departmental Accounts Committee within the relevant ministry. They suggested that renewed attention to this issue may stem from pressure exerted by certain interest groups. Nonetheless, the audit underscores the need for PIA to reinforce accountability measures and ensure that taxpayer resources are safeguarded against mismanagement in the future.
