IT Minister Announces Ongoing Talks to Introduce Starlink in Pakistan

Shaza Fatima Khawaja, the Minister of State for IT and Telecommunication, revealed that discussions were ongoing to bring Starlink, the satellite-based internet service by Elon Musk’s company SpaceX, to Pakistan. Speaking before the Senate Standing Committee on IT and Telecom, the Minister highlighted that the initiative aims to address the persistent issue of slow internet speeds in the country. This move is seen as a significant step toward improving the digital infrastructure in Pakistan.

Addressing the Issue of Slow Internet Speeds

The slow and inconsistent internet speeds have long been a concern for Pakistan’s internet users, with rural areas being particularly affected. Shaza Fatima Khawaja acknowledged the problem, emphasizing that Starlink could play a vital role in overcoming these challenges. With Starlink’s satellite-based system, Pakistan could potentially bypass traditional infrastructure issues, offering high-speed internet services even in remote and underserved regions. However, technical challenges remain, as acknowledged by the Minister.

Security Concerns and Internet Shutdowns

While discussing internet connectivity in Pakistan, the IT Minister also addressed the issue of internet shutdowns, particularly during times of political unrest or national security concerns. She clarified that internet services were rarely suspended for reasons other than security. According to Shaza Fatima, the government is taking measures to mitigate the impact of such outages on the IT sector. These efforts aim to ensure that essential services remain functional despite any security-related interruptions in internet access.

Starlink’s Role in Pakistan’s IT Landscape

The government’s ongoing talks with Starlink come at a time when Pakistan is actively seeking to boost its IT and telecommunications infrastructure. According to the Minister, the government sees Starlink as a viable option to provide uninterrupted internet access across the country. Starlink’s ability to offer satellite-based services could be particularly beneficial in areas where laying down traditional internet infrastructure is costly or difficult. This service could drastically change the way millions of Pakistanis access the internet.

The 5G Spectrum Auction and Internet Challenges

In addition to the discussions surrounding Starlink, the Senate Standing Committee also touched upon the issue of the upcoming 5G spectrum auction, which is scheduled for April 2025. The auction is expected to pave the way for the deployment of 5G technology, which could greatly improve internet speeds and connectivity in Pakistan. However, Shaza Fatima Khawaja refrained from offering detailed updates or assurances regarding the progress of this auction. The 5G rollout is seen as a crucial factor in addressing the current infrastructure limitations.

Starlink’s Progress in Pakistan

Starlink has been actively working towards launching its services in Pakistan for some time now. The company took an important step in December 2021 by registering with the Securities and Exchange Commission of Pakistan (SECP) under the name “Starlink Internet Services Pakistan (Private) Ltd.” This registration indicated the company’s serious intent to offer its satellite-based internet services to the Pakistani market. With all necessary registration procedures completed, the only remaining hurdle for Starlink’s launch is obtaining regulatory approval from the Pakistani government.

The Role of Regulatory Approval

While Starlink has met all the technical and legal requirements for launching its services in Pakistan, the final approval from regulatory bodies remains pending. The Pakistan Telecommunication Authority (PTA) and other relevant authorities must assess and approve Starlink’s operations before the service can officially begin. The regulatory process has been a point of concern for many companies looking to enter the Pakistani market, as delays in approvals have been a common issue in the past.

Economic and Social Benefits of Starlink’s Launch

The potential launch of Starlink in Pakistan could bring significant economic and social benefits. High-speed internet access would enable businesses, particularly in the tech sector, to operate more efficiently and compete on a global scale. In rural areas, access to reliable internet could improve education, healthcare, and overall quality of life.
