This major step aims to make eco-friendly transport more affordable for citizens. By offering subsidies and interest-free loans, the government seeks to benefit students, delivery riders, and low-income groups while promoting clean and sustainable commuting nationwide.
Eligibility Requirements for Applicants
To apply for the scheme, citizens must meet several requirements. Applicants must hold a valid Pakistani CNIC and be between 18–65 years old for electric bikes and 21–65 years old for rickshaws or loaders. A valid driving license or learner’s permit is mandatory for bikes, while rickshaw applicants require a rickshaw license. Applicants must also have no record of bank loan defaults and maintain an active bank account.
Reserved Quotas for Priority Groups
The scheme also introduces special quotas to ensure inclusivity and fair access. A 25% quota is reserved for women, encouraging female riders and commuters. 10% of units are set aside for delivery riders, recognizing their contribution to urban logistics. Another 10% is earmarked for residents of Balochistan, addressing regional disparities. Students and low-income earners will receive priority in the selection process to support their mobility and employment opportunities.
Electric Bike Installment Options
The installment plans for electric bikes are designed to be affordable. Prices range between Rs234,900 and Rs249,000, with the government providing a Rs50,000 subsidy on each model. The monthly installment duration is 24 months, allowing participants to manage costs efficiently. This structure ensures that even students and lower-income families can own eco-friendly transport without facing financial burden, promoting greener commuting in Pakistan’s congested urban centers.

Application Timeline and Procedure
The application process is completely digital, making it accessible across Pakistan. Applications open from September 1 to September 30, 2025, through the official portal pave.gov.pk. Applicants must upload documents such as CNIC, driving license, student ID card (if applicable), employment proof, passport-size photos, and bank details. If applications exceed the set quota, a transparent computerized e-balloting will take place on October 1, 2025.

Additionally, electric vehicles produce no direct emissions, which will reduce urban air pollution. Contribution to National EV Policy
This program is a central feature of the National Electric Vehicle (NEV) Policy 2025–30, which targets 30% EV adoption by 2030. By focusing on bikes, rickshaws, and loaders—the most widely used vehicles—the government ensures maximum impact on both daily commuting and commercial transport.
