For the 2023 general elections, the Election Commission of Pakistan (ECP) has announced new guidelines for media coverage. These guidelines apply to influencers on social media as well as print, electronic, and digital media.
ECP Orders for Media Outlets
Exit and entrance polls, which record the opinions of voters as they leave or enter polling places, are no longer permitted at all. The ECP seeks to avoid swaying voters’ decisions in any way.
It is prohibited for media organizations to launch political and candidate campaigns that are funded by public funds. If they receive money for political advertising, they must notify the ECP of the costs.
The media’s coverage cannot compromise Pakistan’s security, stability, or public order. Statements that can inflame feelings or sabotage the electoral process are strictly prohibited.
Any content that degrades political candidates or parties on the basis of gender, religion, sect, caste, or other individual characteristics is prohibited. The victim has the right to file a complaint and pursue legal action in such cases.
Organizations That Are In-charge with Monitoring Media Coverage of Political Parties and Candidates
The Pakistan Electronic Media Regulatory Authority (PEMRA) and the Digital Media Wing are two of the organizations that the Election Commission of Pakistan has charged with monitoring media coverage of political parties and candidates. Payments received from these parties and candidates must be disclosed.
While filming the voting procedure, media employees must preserve the ballot’s confidentiality. They can watch the counting procedure as well. They should refrain from interfering with any election-related activities while voting.
It is not permitted to broadcast unofficial polling place results until one hour after the polls close. Any breach could result in the ECP recommending actions.
For breaking these rules, the ECP has the authority to revoke a journalist’s or media outlet’s accreditation.
The ECP also urges the media and influencers to inform underprivileged groups, including as women, minorities, and people with disabilities, about the electoral process.
By encouraging transparency and a democratic electoral process, these regulations seek to promote fair and impartial media coverage during the general elections.
