The Punjab Home Department has issued strict directives to ban kite flying and kite manufacturing across the province. This decision is part of efforts to enforce the Kite Flying Regulations Bill 2025 and prevent accidents injuries and other public safety hazards associated with illegal kite flying.

Immediate Action Against Violators

Authorities have been instructed to take immediate action against violators including kite vendors manufacturers and individuals flying kites in prohibited areas. Law enforcement and monitoring teams have been directed to patrol markets rooftops and streets to ensure full compliance with the ban.

Safety Concerns During Basant Festival

The directives follow concerns over injuries caused by sharp kite strings manja electrocution from kite strings on power lines and accidents during the Basant festival. Officials emphasized that any violation of the ban will result in strict legal action under provincial regulations.

Controlled Celebrations in Designated Areas

The Punjab Home Department’s measures aim to balance cultural festivities with public safety allowing limited and controlled Basant celebrations in designated areas while maintaining a province wide ban on illegal kite flying.

Punishment for Illegal Kite Flying and Manufacturing

Under the Punjab Regulations of Kite Flying Ordinance 2025 strict legal penalties apply to anyone violating the kite flying ban across the province.

Penalties for Individuals Flying Kites:
People caught flying kites illegally can face imprisonment up to five years and a fine of up to Rs2 million or both.

Penalties for Kite Makers Sellers and Manufacturers:
Those involved in manufacturing selling or transporting kites and kite strings can face up to seven years in prison and a fine of up to Rs5 million.

Additional Enforcement Provisions:
Police and administration are empowered to take non bailable action detain offenders on the spot and seize prohibited materials such as sharp strings metallic wire and glass coated threads.

Special Rules for Minors:
Minors caught flying kites could face fines and their parents or guardians may be held responsible in cases of repeated violation.
