The Government of Pakistan has announced a fresh increase in the prices of petrol and High-Speed Diesel (HSD) for the first half of November 2025. This revision took effect from November 1 and will remain until November 15. The price of petrol has gone up by Rs. 2.43 per liter, while diesel has increased by Rs. 3.02 per liter across the country.
Revised Fuel Prices (Effective November 1–15, 2025)
| Product | Previous Price (Rs./Liter) | New Price (Rs./Liter) | Increase (Rs./Liter) |
|---|---|---|---|
| Petrol (MS) | 263.02 | 265.45 | 2.43 |
| High-Speed Diesel (HSD) | 275.42 | 278.44 | 3.02 |
Reasons Behind the Price Increase
Officials have explained that the hike in fuel prices mainly stems from global oil market fluctuations. The international price of crude oil has remained unstable, leading to a direct impact on Pakistan’s domestic rates. Additionally, the government’s taxes and levies, such as the Petroleum Development Levy (PDL) and the Climate Support Levy (CSL) contribute significantly to the final cost.
Impact of the Rupee-Dollar Exchange Rate
Another major factor affecting the fuel price hike is the exchange rate between the Pakistani Rupee and the US Dollar. Since Pakistan imports most of its petroleum products, any decline in the rupee’s value increases the cost of imports. This situation highlights the country’s ongoing struggle with currency depreciation and global market dependency.
