Who Will Benefit First

Registration through a Mobile App
To participate in the programme, vehicle owners will need to download a government‑developed mobile application and register by entering their CNIC (national identity number) and vehicle registration number. This digital registration links fuel quotas directly to individuals and their vehicles.
How Fuel Quotas Are Assigned
Once registered, the system will assign a fixed fuel quota based on vehicle type, usage pattern, and national supply limits. Users will be given a monthly quota they can access at designated petrol pumps once the system is fully operational.
Digital Vouchers and QR Codes
Instead of traditional discounts at the pump, users must generate a digital voucher or QR code through the app before refuelling. These digital vouchers ensure transparent, real‑time verification of remaining quota at the petrol station.
Verification at Petrol Stations
Petrol pumps will be equipped with dedicated mobile devices and apps to scan or validate these QR codes. The system will automatically check a user’s remaining quota and allow fuel dispensing only up to the permitted amount.

The fuel quota system is designed to promote transparency and ensure that subsidies are directed toward deserving groups. Officials are still discussing whether small cars up to 800cc will be included in the future, but larger vehicles and luxury cars are likely to remain outside the primary subsidy net.
