How Does Pakistan Fuel Quota System Really Work?

fuel quota

The Government of Pakistan has finalised a mobile app‑based fuel quota system to manage petrol distribution and provide targeted subsidies amid rising global oil prices and energy challenges. This system aims to ensure fair access to subsidised fuel by using technology rather than blanket price cuts.

Why the System Was Introduced

With fuel prices rising sharply due to global market pressures, the government decided to shift from universal subsidies to a quota‑based system. This approach is designed to reduce wasteful consumption, control demand, and ensure limited subsidies benefit those who need them most.

Who Will Benefit First

Initially, the fuel quota programme will focus on low‑income commuters using motorcycles and rickshaws. These groups make up a large portion of daily travellers in Pakistan and stand to gain the most from controlled, subsidised fuel access.

Registration through a Mobile App

To participate in the programme, vehicle owners will need to download a government‑developed mobile application and register by entering their CNIC (national identity number) and vehicle registration number. This digital registration links fuel quotas directly to individuals and their vehicles.

How Fuel Quotas Are Assigned

Once registered, the system will assign a fixed fuel quota based on vehicle type, usage pattern, and national supply limits. Users will be given a monthly quota they can access at designated petrol pumps once the system is fully operational.

Digital Vouchers and QR Codes

Instead of traditional discounts at the pump, users must generate a digital voucher or QR code through the app before refuelling. These digital vouchers ensure transparent, real‑time verification of remaining quota at the petrol station.

Verification at Petrol Stations

Petrol pumps will be equipped with dedicated mobile devices and apps to scan or validate these QR codes. The system will automatically check a user’s remaining quota and allow fuel dispensing only up to the permitted amount.

Goals and Future Plans

The fuel quota system is designed to promote transparency and ensure that subsidies are directed toward deserving groups. Officials are still discussing whether small cars up to 800cc will be included in the future, but larger vehicles and luxury cars are likely to remain outside the primary subsidy net.

Summary

Pakistan’s new fuel quota system replaces broad fuel subsidies with an app‑based, digitally verified quota model that aims to deliver fuel efficiently to low‑income commuters using motorcycles and rickshaws, through digital vouchers and real‑time pump verification.
