NADRA Releases Advisory for Govt Departments and Telecoms on Digital IDs

The National Database and Registration Authority (NADRA) has confirmed that the digital identity card holds the same legal status as the physical Computerised National Identity Card (CNIC) in Pakistan. This clarification was issued in response to reports that some government offices were still insisting on physical CNICs instead of accepting digital versions.

Regulations Back Digital Identity Legally

According to NADRA, the Digital Identity Regulations, established under the NADRA Ordinance, provide the legal framework for digital identities. Regulations 9 and 10 explicitly recognize digital identity credentials as valid proof of identity, giving them the same legal force as physical identity documents.

Problems with Physical Document Demands

NADRA noted that certain public sector offices were demanding physical CNICs or photocopies despite the existence of digital IDs. The authority stated that such practices are contrary to the current legal and regulatory framework governing digital identity credentials and urged all institutions to comply with the law.

Benefits of Digital ID Acceptance

The authority highlighted that accepting digital ID cards helps reduce the need for unnecessary photocopies, protects citizens’ personal data, and reduces the risk of identity misuse. The digitized process not only makes identity verification more convenient but also more secure.

Instructions for Government and Institutions

NADRA has directed all government departments, public and financial institutions, and telecom operators to adhere to the Digital Identity Regulations and accept digital identity cards. Citizens who face issues in having their digital IDs accepted can file complaints through NADRA’s official complaint system.

Building a Secure Digital Identity System

The authority is also developing a secure digital identity system designed to verify individuals and provide access to digital documents and services. This system will ensure that users can securely prove their identity online while maintaining strong standards of privacy, data protection, and user consent.

Introduction of Verifiable Credentials

Under the new framework, NADRA explained that Verifiable Credentials are digital versions of important documents such as CNICs, educational degrees, and professional licences that can be stored securely online. These credentials allow individuals to share proof of their identity or qualifications digitally when required, ensuring security, instant verification, and individual control over personal data.
