The Higher Education Commission (HEC) has urged the National Assembly and Senate of Pakistan not to approve legislative proposals for establishing new universities without first obtaining the commission’s clearance. This ensures that all institutions meet national regulatory and academic standards before they are legally established.
Letter to Lawmakers
HEC Chairman Niaz Ahmad Akhtar sent a formal letter to the NA Speaker and Senate Chairman, emphasizing that prior review of any proposal is necessary. This step is aimed at preventing operational complications and ensuring that universities are aligned with the national higher education framework.
Challenges Faced by Past Universities
The commission highlighted that some universities were established previously without technical evaluation by HEC. Many of these institutions faced problems such as faculty shortages, insufficient infrastructure, lack of endowment funds, and governance issues, which delayed or disrupted academic operations.
Ensuring Academic Quality
As the statutory regulator under the Higher Education Commission Ordinance 2002, HEC ensures that institutions comply with minimum academic and quality standards before granting degree-awarding status. This process safeguards the credibility and integrity of Pakistan’s higher education system.
Federal Guidelines for University Charters
HEC reminded lawmakers that federal cabinet-approved guidelines require feasibility assessments, infrastructure inspections, faculty verification, and governance framework reviews prior to granting a university charter. Following these steps ensures universities are operationally ready and maintain high academic standards.
