The Higher Education Commission (HEC) of Pakistan officially launched the Maktab system on 27 January 2026. The launch was announced by the Federal Minister of State for Federal Education, Wajiha Qamar, during a press briefing in Islamabad. This initiative marks a major step toward the digital transformation of Pakistan’s higher education sector by modernizing how student academic records are managed.

What is the Maktab System

Maktab is a centralized digital academic record management system developed under the HEC framework. It is designed to maintain complete digital records of students, including enrolment details, semester-wise grades, transcripts, and degree issuance records. Through this system, a student’s entire academic journey from admission to graduation will be stored and managed on a single secure platform.

Purpose and Objectives of Maktab

The primary objective of launching Maktab is to eliminate manual and paper-based record keeping and replace it with a transparent, efficient, and reliable digital system. It aims to improve accuracy, transparency, and accountability in academic data management, reduce delays in verification processes, and help prevent issues such as fake degrees and record tampering.

Implementation and Rollout Plan

In its first phase, the Maktab system is being implemented in 25 public universities across Pakistan. HEC plans to gradually expand the system to cover all public universities nationwide. This phased rollout ensures proper integration, training, and data accuracy before full-scale implementation across the higher education sector.
