Govt Announces Major Changes in Married Women Passport Regulations

The Directorate General of Immigration and Passports (DGIP) has announced a significant reform allowing married women in Pakistan to retain their father’s name on passports if they choose. This provides women with greater control over their legal identity and official documents.

Court Orders Prompt the Reform

This change comes after directives from the Lahore High Court in multiple petitions, including W.P No. 65154/2023 and W.P No. 58842/2023. The court ordered the government to make the necessary technical changes in passport formatting to ensure women have this option.

Updated Passport Application System

In compliance with the court’s orders, DGIP initiated consultations with key stakeholders and updated the passport application system. This ensures the changes are implemented smoothly and women can choose whether to retain their father’s name.

Government Guidance and Supervision

Federal Interior Minister Syed Mohsin Raza Naqvi and Federal Minister for Law and Justice Azam Nazeer Tarar guided the process. Director General Mustafa Jamal Kazi supervised the revamp of the passport software in coordination with NADRA to maintain consistency in identity documentation.

Demonstration and Support from UN Women

On February 25, 2026, a demonstration of the updated system was held, attended by senior officials and UN Women representatives. UN Women welcomed the reform, saying it strengthens women’s independent legal identity and access to official services.

Officials described the reform as a step toward gender-responsive public service delivery and institutional accountability. The measure ensures that women’s rights and choices are respected in official identity documentation across Pakistan.
