The Public Procurement Regulatory Authority (PPRA) has new rules. These rules are for buying cloud services. The Ministry of IT and Telecom told the Special Investment Facilitation Council (SIFC) about this. The PPRA made these rules after talking to many people. They talked to the Ministry of IT and Telecom and others.

These rules tell how to buy cloud services. They cover local and global service providers. The rules include costs and terms. They explain how to write Request for Proposal (RFP) documents and give details on proposal language, pricing, and how long the proposals are good. The rules talk about proposal security and deadlines and tell how to submit proposals.

The rules show how to open and check proposals. They give criteria for awarding contracts. Authorities say what to do with low bids and include contract signing terms and performance guarantees. The rules also talk about grievances and complaints. They include procedures for blacklisting. They cover areas like eligible countries and joint venture forms.

The Ministry of IT and Telecom and the PPRA made these rules together. They worked on it for months. The interim cloud office in the Ministry of IT and Telecom helped a lot.

This effort follows Pakistan’s Cloud First Policy from February 2022. The policy wants to use cloud tech for the country’s growth.
